Microsoft Open Value Programme for Government

Microsoft has entered into a Memorandum of Understanding (MoU) which defines which entities in the UK are considered public sector entities by Microsoft in relation to its volume licensing programmes, and has extended benefits to the Open Value Licensing schemes.

Licensing Programmes for Government continue to be available on the Open Licensing scheme, and under the Public Sector Agreement (PSA12) on Select Plus and Enterprise agreements.

While the normal rules of the Open Value Licence schemes apply, special pricing applies to eligible parties.

An “eligible government entity” is any UK contracting authority as defined by:

  • The Public Contracts Regulations 2006; or
  • The Public Contracts (Scotland) Regulations 2006,

Or as these are subsequently amended, or as contracting authorities are renamed or restructured from time to time.

The organisation must be:

  • Supranational
  • National
  • Regional/County
  • Local/Parish
  • Healthcare
  • Other government organisations

Conditions and exclusions apply, so please contact us for a fuller statement.

With their first order, these customers will need to supply Grey Matter with an initial confirmation/evidence of their entitlement and this will be held on file for any subsequent requirements. This requirement is waived where the customer’s Purchase Order quite clearly identifies an eligible entity.
